(No. 409.) My Lord,

Peking, November 28, 1905. Since my last despatch on the subject of the new Mining Regulations, No. 388 of the 15th instant, I have once more made verbal representations at the Wai-wu Pu, and on the 25th instant I received a letter, a translation of which I have the honour to inclose for your Lordship's information. According to this, the Viceroy, Chang Chih-tung, has completed his revision, and the new Rules should soon be submitted to the throne.

Peking, November 25, 1905, With reference to your Excellency's inquiries respecting the drafting of new Mining Regulations we are now able to inform you that we have received a reply by telegram from the Viceroy of the Hukuang provinces, stating that the work of transcribing the final copy is being pressed forward, and that as soon as this has been verified, he will submit it to the throne in the form of a Memorial and communicate copy to this Board.
